Technically yes since water is cheaper than toilet paper... However, I'm personally not keen on toilet bowl water splashing all over my asshole. That being said, I usually just have a shower after taking a shit unless the poo came out cleanly. I don't like the itchy/sore feeling that comes after poo was on my asshole since dry wiping never actually cleans the bacteria off. And it's the bacteria that causes irritation.
