Delegates control the system not holders. dPOS creates incentive for delegates to organize and create cartel. dPOS cant be decentralized as it is easier and less risky for delegates to cooperate than compete.

In the end dPOS secures intrests of delegates not holders. Unlike PoW where miners must purchase and maintain expensive hardware Pos takes almost no energy so delegates don't really care its just free income for them.

inb4 delegate can be voted out.
Real life examples shown already that delegates can set rewards to 0% and people still don't change votes.
