The only alternative to submarine swaps would be getting more CEXs onboard with LN. They deal with on-chain lag for transfers just as anyone else does so I think they would go for it.
Vortex can successfully aggregate from CEX orderbooks. Bitfinex, Binance, and Livecoin have been demonstrated.
As far as I know, Hydra will have the MN network host the DEX infrastructure, watchtowers, and orderbooks.
I guess we will see.
