You could theoretically have a bunch of link nodes not only provide data for a smart contract but also compute the output of the same contract then simply post the result on whatever chain is needed. Hypothetically speaking, this would mean essentially no gas fees. Arbitrum is conceivably looking into this.

At this point hedging with promising L1 is the most logical solution, It look like ETH already gave up on trying to scale on chain (Finality in ETH 2.0 is projected to be around 6m), A future proof platform can't be relied on off chain solutions, sorry but you're not going into multi trillion $ market with that in your hand.
