Finding tax evaders is basically the one thing the government is pretty competent at. Criminals who wouldn't have been caught for their more serious offenses like murder or blackmail end up in prison because the IRS nails them on tax evasion charges.
Also American spooks were working with cryptographic money laundering systems since before bitcoin was launched and they probably have backdoors into which American civilians are associated with a given crypto transaction history.
