If you live in a low income district and make under a certain amount then you get section 8 housing which only requires that you pay 30% of your monthly income and the government pays the rest e.g. if you earn $24,000 annually that'd be $2,000 per month and the 30% you pay for rent would be $600.
Section 8 housing usually covers utility bills for you too I believe.
If you're low income, single with no dependents, and working or in training then you qualify for SNAP (food stamps) and can buy food with it (if you're married and/or have kids then it's even easier and you don't need to show you're working or in training).
Basically if you're poor enough you get to keep most of your paycheck and the government covers the majority of your cost of living.
