Its anyone's guess. I've had my tin foil on for a while, and I'm pretty convinced most of the whale moves in crypto cash outs are a means to get USD into China without needing SWIFT. On the one hand, suddenly seeing 70% of bitcoin as a frozen asset would spike the price of the remaining liquid supply. On the other, having most of your users get the IRL banhammer would probably spook the fuck out of most holders and get them to sell off.

I think for stocks, most of the money that was invested in the firms delineated by the EO has already been moved out of them, which is why they popped at the end of last week. However, the order was not an exclusive list, and allows for more aggressive interpretation of what persons and companies are related to the Chinese defense industry. Remember, the CCP has its grubby little fingers in everything from Blizzard, to the NBA, to US food processors.

Imagine you live in China, and you're rich (which mean's you're a party stooge and liable to be targeted as a military industry profiteer). You want to do 1 of 2 things:

1) get your wealth out of China (capital flight)
2) get USD not in exchange for Yuan (which is a currency for trading internationally that has to pretend to be on some kind of floating peg), but for RMB (an internal currency that is so worthless compared to anything else in the world it cannot be allowed to interact with the world markets directly)

Crypto exchanges are a golden goose for parking vast sums of money where the CCP can't easily get it, AND allowing you to take profits made in the US, and move them into your pockets in China. And best of all none of it has to happen in the SWIFT system where the USA would know about it.
