The idea is that most economic growth is born out of activities from people who already have lots of capital.
Ie, you don't start a business when you're broke. At least not in the 80s. And if you do, it probably doesn't become a wildly successful one that will employ thousands and create lots of shareholder value, and other runoff effects, like enriching suppliers and distributors, driving population growth around the company, which helps local business.
So don't tax rich people, and they'll have more money to grow the economy with. And they basically need to do that. No one wants to sit on huge amounts of fiat
Second side of this coin is not to tax corporations very high, so once a business grows and is valuable, it keeps growing/doesn't have a large tax hurdle.
What happened was the largest business consolidation in american history, maybe since the industrial revolution monopolies.
And it did kinda work. The economy of the 80s was very prosperous.
