In the first two years employees are on "probation" and can be fired without cause and they have no recourse (ie, can't sue for anything without a really good case). The number of employees in the entire civil service fired during this period is typically in the single digits each year.

After the probation period is up you can still fire government employees, IF YOU DO THE PAPERWORK CORRECTLY. You just have to document everything.

For more serious disciplinary issues, you can skip steps. There's a chart that lays it out. Why supervisors don't bother doing this is because they either don't understand the process, so they fuck it up, or they're terrified of getting accused of racism, sexism, whatever and having their career impacted (which is ridiculous because you can't be fired for discrimination and it wouldn't even be considered for promotions anyway), at worst you just get stopped doing what you're trying to do.

Yes. Supervisors are completely checked out and just cashing paychecks. The process is not complicated, you just have to work with HR to make sure everything is worded correctly and your documentation is handled correctly. There are some semi-legal standards you have to adhere to in your wording to make things actually "count" as a warning or be a valid letter of caution/requirement, but once you have the wording correct you're good to go.
