The FTC is short staffed right now and has one Republican, and one Democrat (Mcsweeny) the Democrat has been trying to sink the Walgreens-Rite-Aid merger. She is attempting one last ditch attempt by demanding documents from Humana. The link above does a pretty good breakdown of what that issue is and how Humana is more or less telling her to fuck off.
RAD is increasingly looking like a go. It'll jump from whatever the current price is to 6.50. The FTC requires unanimous decision to block this and it's likely that it will go down via party lines and go through.
