Blockchains know nothing about the real world, they exist 100% in the digital world, to get info from the real world, they require an 'oracle' to feed information about the real world (eg: prices of assets, weather data, winners of sports games, etc). The problem is, these oracles are centralized points of failure, they can be manipulated by malicious actors, they can go down. A chain is only as strong as it's weakest link, and having a centralized Oracle's negates the entire point of crypto's decentralization. Chainlink creates versatile and reliable decentralized Oracle's that pull from a variety of different obscured sources, these oracles are financially incentivized to be reliable and truthful.

Effective, chainlink will allow smart contracts to interact with the real world, no longer being limited to just crypto, chainlink is pretty much the only player in this space, lightyears ahead of the competition (only competition rn is API3, which is an absolute shitcoin and is years out from a working solution). Chainlink will have a monopoly on Oracle's, and the chainlink token will be necessary to run and pay these oracles.

Also arbitrum will allow chainlink Oracle's to compute transactions normally done on the ETH virtual machine off-chain in a trustless and verifiable way, this will greatly lower the cost of computation for decentralized applications, essentially nuking gas fees way down for anyone using it. Arbitrum will require minimal adjustments to code since it runs code on the same language as ethereum, basically when it released chainlink will not only have a monopoly on Oracles, but will also become the dominant source of computation for dApps.

I suggest you read the chainlink whitepaper and that chainlink arbitrum medium article and the medium articles describing how arbitrum works
