Easy, you can create "bitcoin" by creating bitcoin IOUs. I'm pretty sure someone is stupid enough to borrow a bitcoin IOU at a fixed interest rate.

Market scarcity can be suppressed once a system of lending is set up around crypto and that system gains adoption, much like gold backed paper notes in the early 1930s. Once we have fractional reserve bitcoin lending, the price of the underlying will be suppressed too so as long as the IOU is just as good as the real thing.

So by this logic, yes you can have more bitcoin IOUs in circulation, than the underlying bitcoin. The same goes for every asset, including US treasuries (which is a big problem right now).
