They create curriculum's based on interest from prospective students. A lot of the time, interest and need from the job market do indeed intertwine, but the need from the job market is not the primary dictator - the interest from the prospective students is.

Universities do, most assuredly, create and peddle useless degrees to people, knowing full well the job market has very little need for them.
