No, the Treasury does. If the Treasury needs the money, it creates bonds that get gobbled at auction, which in turn get a portion bought by the Fed using US dollars that it "prints". The Fed also buys corporate bonds indirectly through ETFs that hold said bonds. It's a loop hole. Either way, the Fed does "print money" or "print stimulus checks". The system is more complicated, but still just as stupid.
