I didn't say to look at inverse index etfs. Those are the worst long term holds that exist. They are for traders. UVXY is for very short term holds and basically always loses you money unless you buy RIGHT before a black swan event.
The big picture with an options straddle is to buy a call on a high volume index ETF like SPY that only makes money if SPY swings upward unpredictably over say, a year, and a put contract that only makes money if SPY swings violently downward in a year. Paired together you make money only when SPY is going crazy which is due to vola. And it only makes you money if that happens thus you are "long vola".
Investopedia and some of the links at the top are good resources. It'll take a long while to get options under your head.

You won't know. That is the point. Anti-correlated (i.e. negatively) assets means that when one asset rises, some of the others will fall. If the stock market ("domestic equity") takes a dive for example, you want something that will be doing well. The stock market taking a dive will almost certainly mean vola is high like its been since March of this year.
If you could PREDICT when the market would dip (and most are months to years long), then you would just switch everything into the best assets for the dip then swap back. That would be predicting the future.
This portfolio is trying to "always go up" regardless of what is happening. Individual pieces of it will be doing very good or very badly but the sum total will steadily go up. Or so it claims.

"cancel out gains" would only be if they were perfectly negatively correlated. It is more like if things are good for asset A than it gains 10%/year on average and B loses 2%/year. But if things are good for B than A loses 5%/year while B gains 14%. Etc. That is the basic idea of these kinds of portfolios. They can handle "anything" (always based on backtesting) and go up. Not as much as if you were actively managing them, but most professionals can't manage them correctly so passive is better (also usually means less taxes and fees).
My guess is you would rebalance back into those ratios per year. Standard for portfolio rebalancing.
