He's rolling in dough, multiplied his investment over 20x in less than 2 months. A company needs money to be able to operate. Ideally, the money comes from the profits of the company's activities. For companies that don't make money, there are two ways to get money: stock issuance and bond issuance.

What McEwen is doing is issuing stock to raise money. If they're selling the stock at a 22% premium to the current price, then it's not that bad a deal for the existing shareholders. Yes, there is dilution but the people buying the huge block of stock believe that the company will be worth far more in the future, even with the dilution, than what they're paying. The premium is paid by investor(s) because to acquire the number of shares they are getting through this offering would, in all likelihood, drive up the price of the stock quite a bit more.

The difference between stocks and bonds is that bonds have to be paid back. There is a duration to bonds (2 years, 5 years, 10 years, etc.) and at maturation, the bond must be paid back or the company goes into default. Also, bonds typically pay a coupon, which almost must be paid or the company is considered to be in default. Default means that the stockholders are at risk of getting wiped out and the bondholders taking over.

Stocks don't have to be paid back and don't have to pay a dividend, which is analogous to a coupon. Even if a stock does pay a dividend, the company can choose to cut or eliminate the dividend without disrupting the capital structure of the company.
