it's fake news. the ciphertrace ceo has literally tweeted you can't track Monero.
what you can do is build up metadata on people who make transactions off of kyc exchanges. That's really about it.
Once Monero leaves an exchange to a private wallet it leaves any kind of chain analysis in the dust. This is why there have been no arrests from people who have used Monero or no Monero flagged for being tainted like with Bitcoin.
