Modern accounting theory sees payroll (labor costs) as something to be minimized whenever possible to improve profit because they see human resources / talent as entirely fungible (even though it absolutely isn't). Supervisors do a bad job of communicating this up the chain to the people who actually decide if raises are allowed or not, so the only time human talent is valuated is at hiring, which is why the accepted way to improve one's pay is to jump companies and get their talents/experience revaluated during the hiring process.

They literally teach this shit in business schools and nobody from industry has bothered to tell the academics to stop teaching bad shit to students. Everyone's too busy trying to scam organizations for personal benefit.

raise? Try just doing more for the same pay. Even if economic issues don't affect a company they all hide behind them. Happened at a place I worked in the recession. It wasn't even fucking affected yet they fired half the place. I'm starting to become convinced we'll never have a long lasting feelgood economy just because then companies would have to acknowledge that they aren't in hard times.
