It's not. Jed has a lot of xrp and is selling it at set moments, and has a limit on how much.
It's a risk for ripplelabs to have someone have so much XRP. Because if he decides to dump it all at once, the coin could crash, resulting in distrust from the institutions ripple has now talks with.

Thankfully there are a simple thing called contracts, so no worries on Jed dumping all at once.
