Most of the people “living paycheck to paycheck” have tens of thousands to hundreds of thousands of dollars in their 401ks that they can dip into in case of an emergency. It’s not like they have literally 0 dollars left unless they don’t get another paycheck.

They also have tens of thousands of dollars in investments and equity they can liquidate if they are really strapped. Most working people have potentially tens of thousands of dollars they can tap into at a moment’s notice, they just have no savings in their bank account because they invest it right away.

A postdoc friend of mine basically timed his purchases so that he's down to under a hundred dollars each month. Thankfully he's gotten into pokemon card investing and stock trading lately.
