If you want to cut welfare then the best way to do that is to abolish landlords and banks. Getting rid of the statist institutions that force people into poverty is the only thing that will ever actually remove the need for welfare, in any practical terms. But a lot of people on boards like this don't want to hear this, because their views and politics are motivated purely based on hatred for their fellow humans, which is usually borne out of personal insecurity and fear / feelings of inadequacy

Of course you can get rid of landlords, and banks too, but I agree with you that progressive land taxes (with no tax levied against a person's actual residence or singular place of business) is a good measure.
