Yes you could do it, it wouldnt be practical but its doable. There are also a lot of other ways you can test for mineral anomalies in top soil, one of my favorites is assaying plants. Some types of plants like Cat Tails and even spruce trees will catch atomic metal counts as they grow and you can test them for metal count the same way you would any other sample. As for tools, it depends how deep you have to go to get through surface soils. You want a sample that has minimal organics as possible as they will disrupt the assay process and can contaminate the hard assay count as well. We often use a post hole auger or hammer core sampler for deeper ground. The standard procedure is to fill a 5 gallon bag with a general mix of material below the organic layer, log its gps location and repeat in a clear line through the terrain. Often a "line cutter" team will make you a path before hand to follow but thats not always the case. Each samples usually 100m apart but again its up to the lead geo to tell you where your digging.

I can't claim to know much about REEs either but producing those is usually very environmentally hazardous. If you're ever considering investing into a miner that mines REEs you must be aware that they might not get an environmental permit. It also makes the guys life at the assay office easier. If your thinking about doing this on your own claims, I suggest consulting a Geotechnical agent first, they can set you up a grid to work from and point out any issues you might run into.
