They do different things. Lehman was a investment bank, so they could do retarded trades and no one could see them. Vanguard is more in the ETF market, so you are free to invest in their ETFs or not. And they forcefully have to buy the underlying asset. So no retarded levaraging like Lehman.

Interactive Brokers is SIPC-insured, which means that you are protected up to $500,000 if the brokerage firm should fail. In most cases though, they should be able to transfer your account to another firm before it gets that far. No idea about Degiro.
Also, Interactive Brokers is itself a publicly traded company and one of the largest trading platforms in the world, so it's very unlikely anything is going to happen to them.

What he said isn't entirely correct. In the EU (or EEA?) any kind of packaged investment product needs to provide a PRIIPs KID to their customers. Most US funds have no interest in doing that though, especially since they often have UCITS version available.
Important to note is just that EU/EEA isn't the same as 'Europe'. e.g. I live in Switzerland and while our government has passed similar legislation, it's deliberately worded less strongly, so that you can still buy ETFs that don't comply if you actively seek them out (which is to say, they can't be directly advertised to you, but "reverse solicitation" is fine).
If you live in a EU/EEA country though, I understand it's rather difficult unless you already have a ton of money to take advantage of legal loop holes.
