and even if they do, exchanges have been running fractional reserve operations for years. tether almost certainly doesn't have the $ reserves it should.

banks don't just "generate money" when people make transactions, neither does paypal, they generate money through lending (i.e. taking out a loan for a mortgage or car loan), and paypal doesn't do that kind of lending, so they don't generate money.
