Link was an obscure newcomer during the last bull market which is why it barely pumped.
However, three years later, it has now established itself as a household name (top 5 by mcap, 100k twitter followers etc.) so it absolutely will yield similar or even better gains as ETH during the last bull.
It's still only the #10 most held on normiebase at the moment, that should tell you something.
