It is a legal thing. You'll see this more and more as time goes on, but it's been a thing banning burgers from ICO's for a long time. They don't want you to make it, unironically. Of course there are still ways (pooling, etc) but it doesn't really matter in the end.

There's going to be a huge crackdown in the coming years with BTC at an ATH (and ETH raging) and everyone "getting hilariously rich" (ala that VICE article during the bull), but the systems just aren't there yet. Union literally fixes this and I cannot fucking wait.
