Not smart at all.
I mean there are Brazilians who can do it...
Pretty easy job.
Best way to start is to actually start. Not talk about how, but just do.
Meaning: Build something yourself, in the end you are good to go.

Youtube has countless tutorials
Udemy has structured classes for learning it all.
You just need average intelligence and time+dedication to learn full stack, just because its so many different things.

Learn HTML and CSS and force yourself to make a few sites for practice. At this point you want to understand the different ways to create layouts. Then you gotta learn JavaScript. I don't know a good resource if you're a first time programmer. Find a course that focuses on webdev because there is a lot of deep JavaScript you'll probably never need.

Then depending on what you want to do learn a framework and maybe a back end. Eg you could learn WordPress and then learn PHP + SQL to have the LAMP stack. I personally use Vue for frontend and Firebase foir my database and haven't really needed to master any back end tools but I should.
