I'm actually not convinced a tail emission is necessary in general but it is necessary if you want to keep layer one accessible. Once the last bitcoin is mined all normal transactions are just going to be done via some layer 2 system that will be aggregated on bulk such that the transfer is going to be worth the massive transaction fee.
