They only care about your SALES and the profit/loss of those SALES. If you buy and never sell, you don't pay ANY taxes. You SHOULD declare EVERY fiat cent equivalent of EVERY SALES. I will say this though, the tax authorities concentrate their best energies with exchanges where you leave a verifiable trail of SALES.
