Not at all. First of all, there is no such blockchain. Other public blockchains have still not managed to scale past micropenis blocks, so they need to rectify that first.

Second of all, "free" data storage is not economical. It costs money to store and serve large amounts of data, which means there will always be a cost attached.

But the most important point is that BitcoinSV is currently the only public blockchain that is technically even capable of hosting a national election, so it is obviously the only choice and will win the blockchain wars by default.
