Even ETH itself the origin of 95% of the ecoystem is barely at a 1000x from ico. And that was before 2017 brought the massive wave of new investors. Now coins start out with market caps that are 10-100x of ETH's ico. So no, it would be really hard for short term 100-1000x, besides low cap pump and dumps.
