TL;DR mining rewards will become crumbs and there will be no miners to produce blocks

If mining rewards decrease over time then those rewards will have to increase in relative value or the rewards will become negligible
If PoW isnt break even then no one will want to run a node to produce new blocks validating transactions
If bitcoin isnt allowing transactions then it fails as a means of transferring value, right???
