I may be misinterpreting as well, but I believe the attack is mitigated this way: There's nothing preventing a sybil attack on an individual vote, but a case can be appealed if the original ruling is incorrect. If that appeal overturns the verdict, the PNK staked for the original ruling gets slashed (in addition to any incoherent votes on the appeal itself). This appeal uses a new set of jurors, so it requires more and more PNK staked in order to rig the vote on these subsequent appeals. So as long as the fees to initiate an appeal are less than the amount so far staked on the incorrect ruling, it is rational to make that appeal, and therefore rational for jurors to vote according to the correct outcome, regardless of how many seats they control on the present jury.
