Technically it does have something to do with loan interest. Germany's bonds (cant remember maturity) are trading at minus 0.6% yield right now...that means that the german gov is raising money and getting paid for it (on new issues). Obv no one will lend to a random person (or even a creditworthy corporation) at negative rates....
