There's a lot of theories that they are going to issue a new blockchain based dollar and they own the ledger and every transaction will be logged so they can see literally everything that happens, and it'll have things like smart contracts or whatever that they could make it so that money is more like software with programming logic to do stuff like for examples would be gibs or UBI with a bunch of conditions attached to it on how you could use it, requirements to spend your money within a certain timeframe or it expires worthless, your money is more valuable when you spend your money at minority owned businesses and less valuable when you spend it at white owned businesses. I guess I'll further add some thoughts.
The laws that govern the Federal Reserve don't allow the fed to print money so to do something like UBI they shouldn't be able to directly print it because they have to have all liabilities matched up with offsetting assets. But what about the printer go brrr meme? it's just a meme. Quantitative easing is not quantitative and there's no easing, modern monetary theory is not modern and there's no money, and the federal reserve "central bank" is not central, it's all just smoke an mirrors magician tricks, it's a con-game. They do things through a two tier system where they have to act through the primary dealers like GS, JPMC, etc. But on the other hand the fed has been messing around with forming shell corporations "SPVs" and doing operations that aren't legally allowed, like MBS securities, etc, through these shell companies they formed. And there has been talk of changing the Federal Reserve Act.
