Because XRP isn't a platform for dApps like ETH is. However, this might all be about to change if the people at Flare can pull off what they're promising. Flare will provide the tools to create smart contracts powered by XRP. Imagine a platform where there are no outrageous gas fees, and no long transaction times. Something tells me that Ripple and Flare are also going to be on the look out for rugpull scam coins because they actually care about regulation and their reputation.
