I suspect Ripple doesn’t fit (I’m a regulatory sense) as a ‘money service business’, in the sense that they product provides the infrastructure that such businesses use, but do not themselves engage in that business (e.g. moneygram is an MSB and they use Ripples infrastructure to conduct their business).

Yeh, but PayID is a product. MSBs will use that product. Ripple doesn’t move any money - they sell the product (PayID, XRapid, whatever) and MSBs (Moneygram, etc.) use that product to move money. Even the XRP link doesn’t matter - it’s not Ripple using XRP to move money, it’s MSBs.

I know they’re XRP. But the point is, it’s not Ripple using them, so Ripple is not an MSB. To follow your post, Moneygram and BAML are the ones that will be using them to send money (making them MSBs), not Ripple.

Btw - I don’t know any of this for certain. I’m just advancing an explanation why Ripple may have been removed from being named as an MSB. I’m a derivatives lawyer, so have some experience in how regulatory labels can be fairly specific (in this case perhaps, the company that is responsible for transferring the money is an MSB, their infrastructure provider is not). It’s just a guess on my part.

The obvious answer to me from a legal perspective (and frankly the most realistic answer) is that naming Ripple as an MSB was factually incorrect.

The Schizo answer (far juicier) is that they were directed to remove it by a shadowy cabal because XRP is about to be adopted on a large scale.

As I say - I don’t KNOW which is true. I’m just advancing what I would see as a possible explanation.
