No, you assume that the network usage would be the same and the share processed by the ETH network would be 1/1000, but instead what will happen is that without congestion the usage will skyrocket with both new applications and the old ones with renewed interest.
Also it's not going to be a turn-switch type of event, the first phase (rollups) makes it scale about 10x or so
