My guess is that blockchain analysis takes off and it basically becomes a big no-no to cash out from a wallet that ever held random shitcoins in high quantities. Govt controlled fiat is going to be replaced by govt controlled CBDCs. They will have ways of making sure that you can't cash out unapproved coins.

It's impossible. I highly doubt anyone in my or any country's parlement understands even a fraction of decentralised stablecoins, defi, dao's and their long term fiscal implications. Even if they did it would take years and years to write and pass legislation, in those years everything will be fully decentralised. The only way governments can end this is with some stupid region ip block or an outright ban on cashing out any crypto to fiat. If that happens, tax on crypto also ends as no one will report his crypto anymore to the tax services. Crypto banks will pop up in countries with no regulation and issues Visa and Mastercards which will be used worldwide.
