Staking will only happen when the ETH network doesn't become unusable because of a few DeFi platform generate a high load on the L1 network...
When Arbitrum v2 goes live and increases the supported amount of contracts by x100 it will be a lot more useful because you will need staking to secure the off chain contract executions.
Fortunately this should happen in Q4 2020.
