In the case of calls:
You pay a variable sum to control 100 shares of a given company with the expectation that the price of your underlying will go up (there's also IV which can drive up premiums prices). The further away your estimated price (strike) is from the underlying, the cheaper the option is, assuming it isn't ITM, if it is ITM you'll pay a marginal premium, but you can exercise the option to guarantee your purchase price. There's some weird voodoo shit there.

Back to OTM calls: if it's super far away it's super unlikely to hit, meaning you pay a very small premium for those shares, like $10 to control $1000 worth of assets. This is called leverage. As the underlying approaches the strike price it becomes increasingly likely to reach strike, and so the intrinsic value of the call increases. As it goes above strike you're now in control of whatever the asset is worth, and where ever that asset might go with IV factored in for a slightly higher than face value premium depending on the pricing conditions you bought it under. That is to say, however many calls multiplied by 100, multiplied by the value of the underlying plus option value.

Trick is, they expire worthless, the seller collects premium and you lose your cost basis.

Inverse for put. Puts are used to insure held stocks or for arbitrage.

So, they have tailwinds from both parties. They're a US based company, so Republicans have an interest in pushing them - and LMT (LMT shares their factory, WKHS has a 10% stake, +1% of all debt/equity) has been shown twice with administrative figures. Trump's cutesy little reel, and Pence showed up there. It's a ZEV so they're most beloved by the DNC. They're one of 3 bidders for the USPS contract, the other two are offering only ICE options.

There's a bill in right now, "Moving Forward Act" the most recent revision, page 2000, indicates strong interest in adopting ZEVs for the postal service. In that same bill their goals (I can't remember specifically) align with the bid, and won't be met otherwise.

They have shitloads of subsidies from state governments, and the federal government. There is currently a memorandum of understanding signed by 15 states to electrify municipal transportation, modeled after California's which is EXTENSIVELY funded.

They won't receive the full contract, though, due to operations in inclement weather, a large portion of the northern US won't be practically serviceable (not that that really matters?). This is due to range limitations in cold and extreme cold especially.

They'll have the lowest operating cost, which is a big deal for USPS, after they bite the bullet cutting $.60 off your mile cost is huge. No need for idling either.
