It's a basic thing, do you need philosophers or sematic experts to get in to get your shits together?
A layer 1 goes on top of something.
We could consider the decentralised network is this something, yet it is something only if it can be named/specified, therefore all those infrastructure projects are layer 0s.
As we progress towards a more complex and intricate conception of what Decentralized networks can be we should name those
We can for example say:
Layer 0a Turing incomplete
Layer 0b Turing complete linear
Layer 0c Turing complete Eulerian
Then
Layer 1a utilitarian
Layer 1b pathway
Layer 1c connectivity

And of course
Layer 2a physical
