All the devs are on ETH and they clearly intend to stay there. They are looking to move to L2s - Uniswap is going to test the waters if rollups can be successful with the public by using one for its V3 release. They haven't yet mostly because they don't want to go through the bother before a clear best L2 is found and they don't want to give up the composability of being the first one to go/going to the wrong one. It seems like Arbitrum will be the undisputed leader when it comes around, and it's already live with 100x scaling on testnet. It will have a limited release this year and its fully-fledged version is going to scale ETH 1000x by early next year, plus whatever Ethereum 2.0 adds to that.

I really wouldn't count on that, defi peeps in particular obviously love experimenting and shiny new stuff, give them a platform on which they can build just as easily as on Ethereum but with much cheaper fees and fast transactions and there could be a massive migration. Bitcoin doesn't need to scale to be a store of value, that's not the case for Ethereum.

There are many such platforms already, they have existed for a long time and nobody's moving, because the appeal of DeFi is composability. If you move your protocol to a memechain you can't interact with all the other protocols. For protocols like YFI this means you can't even exist. You'd have to start an ecosystem from scratch, without all the pre-existing dev tools/communities, libraries, etc.
