Normally I would get what you can and can't do from the zone laws in your area and take away their utilities, but then again I highly doubt you will find fresh tenants that will still honor the rent. Your best bet is to sell your property, unless you mortgaged it. In that case you deserved it.

This is why you add a late payment fee, charge them an extra $50 for each day late. If they pay late then you get more money, so no big deal, only a 1-2 minute phone call of extra work each day its late. I'd make a phone call for $50, wouldn't you?
If they don't pay it then you can kick them out no problem and there's still a chance you get the money back later on if you take them to small claims, or damage their credit so they can't get a loan until they pay you what you're owed.
Not a bad idea to suggest they do postdated cheques or preauthorized payments so they don't accidentally forget to pay as well.
And screen your tenants better next time.
