That wallet is the dev donation wallet thats linked in telegram and they sent a transaction to this wallet that is linked here. That sent that transaction to okex. This wallet is still sending payments to okex right now and the devs confirmed a exchange in the top 25 is coming

Who knows, with both chico and bitboy and others they didnt need to pay much at all since they dont own alot of funds and they liked the project. Since they also refunded from the already small dev wallet i wouldnt be suprised if some exchanges really liked that.
