Should I just lie on my resume? I'm not talking about talking myself up a bit, I mean stuff like listing friends numbers as employers and telling them to pretend to be my manager etc. Do I just go all in, or should I just stick with a normal resume and keep waiting?

100%. Stretch the truth as much as possible. Make up leadership roles. If you have passing knowledge of a language/program then say you are fluent in it. Find keywords in the job listing and insert them in your resume. Make up community service if you don't have enough job experience.
