A put means the writer will BUY the stock for the strike.
If you write a put for XYZ at strike $11, it means you will BUY 100 XYZ from the option holder for $11.
A "covered" put means that you have enough cash in your account to buy 100 XYZ shares at $11.

I think for ETFs, buying them on the exchange means you buy someone else's units at market price.
Buying them from the manager (Vanguard) means they create new units that are issued to you using end of day (NAV) prices.
Doesn't make much of a difference. I'd suggest buying it through the exchange so that you can also sell it through the exchange, which is faster than waiting for the manager to do stuff at end of day.
