To start with 10k mi is a good start for a suicide stack. If you give it the same potential as LINK, you can do the math for its upside potential. You'll likely fomo in with more over time antways, as more you read up on it. 50k as the other anon mentioned would be making you a killing though once/if it ever kicks off properly.
Time wise, you might want to buy a few before next week when their first main net improvement will be released. Biggest changes are coming closer to November though, before that I certainly recommend to have your suicide stack ready. That will also mark the dev progress where iota can be considered enterprise ready, so the companies working with it already will be able to launch their products on mainnet. Could get iota the attention to finally moon, if companies like bosch, vw, fujitsi, Sam semiconductors, Renault etc pushing working products on the market.

No, coinage has a clear list of requirements for any project to be listed. Decentralisation is one of them. And as long iota has the coordinator node, it simply doesnt fulfil this criteria. Their dev toolkit would make it very easy to implement it on new exchanges.
In addition, as iota has a registered non profit foundation status, they are legally not allowed to pay for exchsnge listings. So the drive to be implemented has to come from trading volume alone to be of interest to exchanges. And as iota still has a shitty overall volume, there is simply no business case for exchsnges atm.
If you ever want iota to be taken serious, step out of your little bubble and start accepting reality. Iota is not yet the project to "rape all blockchains" as the beloved founder Sonstebo likes to claim in his twitter rants, But it is on a good way to accomplish its 2017 promises.
