in STEM, doctoral students receive less training in Europe than in the U.S. (they have fixed-time contracts, can't easily switch advisors, etc). this is very evident if you look how many publications faculty candidates have based on their degree-granting institution.

no idea about master's degrees. that's just a credentialing scheme.

it's easier to get a PhD in europe w/ 4 year masters, then going nearly straight to the dissertation stage of your degree w/out many comprehensive exams. That being said, quality varies a shit-ton between fields and countries. German PhD's are still precise and OCD af, while PhD's from places like the UK are retarded.
