If you're interested in just holding + wallet to wallet transfers you can use Loopring Pay or ZkSync, gas fees are essentially zero in layer 2. But yes if you're trying to interact with smart contracts on layer 1, you're gonna have to wait till one of these layer 2 solutions upgrades their protocol to allow layer 2 deposits to interact with layer 1 smart contracts. Loopring is working on this.
